Carroll kids solve crimes at the library

Stella Foutz burst into the meeting room of the Carroll County Public Library’s Westminster branch screaming, waving her umbrella and startling the group of children seated quietly participating in an activity just after 2 p.m. Friday.

“Help, help, someone stole my purse,” she yelled before running out of the room.

Luckily, Foutz was only acting the part, and the kids were part of the Forensic Challenge, a program held for the first time at the Westminster branch.

Library associate Maureen Aversa soon rallied the children to act like crime solvers.

Police in Virginia say they have become aware of other possible victims of a Carroll County Public Schools teacher who was arrested Wednesday after soliciting a detective posing online as a teenage boy.

Kenneth Brian Fischer, 39, of the 800 block of Amherst Lane in Westminster, is facing charges in Virginia on four counts of solicitation of a minor in connection with an online chat investigation that began Aug. 31 by the Fairfax County Police Major Crime Bureau, Child Exploitation Unit, according to a news release from Maryland State Police, which assisted in the investigation.

Fischer, who most recently taught at West Middle School and is a former Carroll County Public Schools Teacher of the Year, has been suspended by the school system without pay since his arrest.

Here’s why an Amber Alert wasn’t issued for missing Carroll County teens

INDIANAPOLIS, Ind. — While there are hundreds of missing children reported in Indiana, police say only 21 amber alerts were activated in the state over the past ten years.

There’s a specific set of guidelines a case must meet to become an Amber Alert and police said if it’s used too much it’s simply not as effective.

“An Amber Alert is not a give all, save all to locating a child it’s just one tool of many that’s used by law enforcement to try and locate an abducted child,” Indiana State Police Captain David Bursten said.

According to state police, there were two Amber Alerts activated so far this year and seven last year.

In the case of a 5-month-old, police believed he had been abducted by his mother over the weekend and in the case of two missing 13-year-old girls in Carroll County, there were no Amber Alerts, but police said information was quickly given out to the
